Lottery barely avoids being deemed illegal
The North Carolina Education Lottery can still operate after the state Supreme Court deadlocked Friday over whether the votes creating the games were lawful.
Three of the seven justices agreed Friday the lottery law was unconstitutional and three others upheld the law. A seventh justice, Mark Martin, had recused himself from oral arguments in the case in September and did not vote.
The 3-3 decision means a March 2008 state Court of Appeals ruling that rejected the claim challenging the law remains in place, allowing the sale of lottery tickets to continue.

GTECH chosen as preferred bidder for N.Y. Lottery
Italian gaming company Lottomatica SpA said Sunday its wholly-owned subsidiary, GTECH Corporation, has been chosen as the preferred bidder to negotiate a seven-year contract with the New York Lottery to provide new online lottery solutions and services.
In a statement, Lottomatica said the contract can be extended for an additional three years.
The New York Lottery estimates the total value of the contract to be more than $550 million over the contract period.
The proposed contract, which is expected to start in March 2010, follows a competitive procurement process.
GTECH has been a lottery technology and services provider to the New York Lottery since 1986.

North Carolina State Representative Carolyn Justice says the governor's decision to take lottery funds has left some school districts in distress.
The $50 million in the Education Lottery Reserve Fund was supposed to pay for school construction costs, some for this school year.
The Pender County Republican says that's going to hurt local school districts.
"If those counties already issued bonds planning on that money to pay their debt, they're in trouble right now. And this hasn't even become solidified yet — just the first overtures here are not looking good for us locally."

A recent immigrant to Canada is Manitoba's newest millionaire.
Gennadi Belinov is nearly $2 million richer after he won a share of Wednesday night's $3.9 million Lotto 6/49 draw.
The Winnipeg man said he took a long look at a self-serve ticket checker when he scanned his ticket Thursday evening and learned he had won $1,979,992.
"I thought, 'What are all these numbers?' So, I took it to the clerk and asked if she could check the ticket through her machine. Then the machine said 'Woo hoo', and people in the store started screaming," he said in a media release issued by Western Canada Lottery Corp.

Albion, New York, native Brittanie DeClerck dreams of owning her own pet shop someday; a dream she now wants to make real with part of the $1,000,000 top prize she won on an Emerald 8s scratch off ticket from the New York Lottery.
The 19-year-old former dog groomer said she looks forward to seeing her dream come true.
"We all have our dream jobs, but not everyone gets to see that dream come true," said the future entrepreneur. "This is my chance to make it happen." DeClerck credits her grandmother, a regular Lottery player, for her recent good fortune...in a round about way.

Advocates of a lottery in the nation's No. 1 gambling state have faced a long run of bad luck in getting Nevada legislators to back the idea — but they're betting the time is right for one more attempt. Among the 200-odd bills and resolutions introduced by a Monday deadline was a measure to remove a prohibition against lotteries that's now part of the Nevada Constitution.
Similar proposals have been rejected by the Legislature more than two dozen times since 1970, although in 1990 Nevadans did vote to allow charitable and religious organizations to hold small lotteries as fundraisers.

Auto workers collect lottery winnings

There haven't been many happy stories involving Indiana auto workers lately, but one family is an exception. A mother and her two daughters, one retired from General Motors and two who work for Delphi in Kokomo, cashed in Monday, claiming an $11 million Hoosier Lottery prize.
It was the biggest check Jill Carver, of Kokomo, and daughters Brenda Carver and Ronette Kelley had ever received. While Delphi has struggled, along with all of the American auto industry, Carver and Kelley have claimed their own personal stimulus check. "You had to look at it four or five times to make sure you were seeing the right numbers," Jill Carver said.

A 45-year-old Wyandanch, New York, man is a mega-millionaire. The yet-to-be identified New York State Lottery winner came forward to claim his Mega Millions prize yesterday, lottery officials said. Depending on how he wishes to be paid, either in installments or a single lump sum, his winnings could be as high as $26 million before taxes. He will be introduced during a news conference at a later time, a lottery spokeswoman said yesterday. The man purchased the winning ticket Friday at the P&T Supermarket in Wyandanch. His computer-generated Quick Pick numbers were 10, 12, 26, 46 and 50 with a mega ball of 23, lottery officials said.
